FDR Drive is the East side traffic node of New York. Today however the existing structure is about to collapse. Its public space is surrounded by traffic, which is making the waterfront inaccessible for the people of New York. My suggestion is an inversion-and do the opposite thing as is usual - let the public space surround the traffic - providing easy access for pedestrians and bikes, make FDR Drive a hidden freeway as much as we can and change it visually to a green way which is open to the public.It is possible to regain the water front by moving the public program towards the most attractive place, providing recreation places and shopping areas on top of the existing traffic, and integrating the heavy traffic under the cover of a public level.
